Climate change and Chicago Convention on International Civil Aviation

Currently, international air travel is being heavily subsidized by governments all around world, mainly based on the Chicago Convention on International Civil Aviation. In Finland, for example, international flights are not subject to fuel tax or VAT taxes, which plays into the uneven pricing when comparing domestic and international flights. Meanwhile, popularity of air travel and its polution rates are rising rapidly. Should the Chicago Convention on International Civil Aviation be abandoned as archaic, even though this would most likely increase flight prices for the consumer and where should this additional revenue (money left over from previous governemtn subsidies) be used?
